Sensitization & Operationalization of Transport of Bulk Spirit e-Service of eAbkari project in the State of Punjab
The Transport of Bulk Spirit e-Service of eAbkari project is made online from 14th of November 2019 in the Punjab State Excise. Dropping the prevailing manual system, Punjab Government has made this online system mandatory for movement of spirit within State.With this new workflow based system, the Excise Licensees are now putting requisition online for Permits/Passes.
Excise Authorities looking after the Distilleries / Bottling Plants act on those for online issuance of the same. System driven validations are there to aid for online processing of requisitions. The system has also the facility for sending automatic Alerts / Notifications as SMS. Inventory management of Spirit, Collection of Excise Duties/Fees are being maintained by this new system. It is expected that all the stakeholders in State Excise ecosystem would be benefitted from this newly launched G2B service. Keeping in view the criticality of the e-Service, a sensitization cum training programme was held on 6 th of November 2019 and 8th of November 2019 respectively for the Officials of Punjab State Excise at Excise and Taxation Bhawan, Mohali. The programme were attended by Mr. Naresh Dubey, Dy. Excise and Taxation Commissioner (Distilleries), ETOs, District Officials and various Excise Licensees.Addressing the occasion, Mr. S.S Duggal, Senior Technical Director, NIC, Punjab described various aspects of this ICT based Supply Chain Management system and the intended benefits in state revenue. He emphasized in the roles & responsibilities of different stakeholders to make this e-Governance initiative of Punjab State Excise a success.The sensitization cum training programme was divided in two days. The first training cum demo session was conducted.On 6th of November 2019 from 11:00AM to 02:30PM, Mr. S.S Duggal, Senior Technical Director, NIC Punjab briefed about the e-Services of eAbkari which are being implemented in Punjab. Step by step workflow of TPBS (Transport Pass/Permit of Bulk Spirit) Module for ENA was presented by Mr. Devendra Kumar Singh, Scientist C and Mr. Manoj
Kumar Verma, Scientist D, NIC Punjab. A detailed online demonstration on the e-Service was given to Excise Officials and the Licensees (D-2/BWH-2/B-2).The second session was conducted on 8th of November 2019 from 11:00AM to 01:00PM. This session was about the role of ETOs. They were given demonstration on step by step workflow of Transport of Bulk Spirit (TPBS) by Mr. Manoj Kumar Verma, Scientist D and Mr. Devendra Kumar Singh, Scientist C, NIC Punjab. Detailed deliberations were made on the process for requisition, processing & issuance of Permits / Passes through the eAbkari system.The purpose of these sessions were to make the Licensees and Excise Officials of Punjab State Excise to understand the processes and usage of the system. Detailed demonstration of the online system was given to them.
